1:06:02 I was also confused when I saw the trailer. As far as I understand Black Ops and Talon are both the same organisation. Those that have Cryptid camo and suppressors are used for covert operations to not alert civilians or eliminate civilians. Those with no suppressors and grey camo are only used on missions where civilians aren't present, hence why they don't use suppressors, have shield, DMR and minigun units.
Maybe the devs created a faction that would have something to do with retrieving cargo(hence Ship in the name) but didn't know what to do with them and turned them into part of Talon Company(Black Ops official name)
