GDS file represents layout data such as shapes and layer information and can be written out during any step of the P&R flow for reviewing the design. Case in point, LVS is a comparison between layout and schematic, where layout is given as input to the LVS flow in the form of GDS/OASIS. Before sending the GDS for fabrication all the layout checks such as DRC, LVS, Antenna are done using the GDS file as input.
