I searched for it and found the name José Zapiola who is a quite famous Chilean composer. However, in the trio (1:09) we hear the German folk song "Schier dreißig Jahre bist du alt" which has also been put in Johann Gottfried Piefke's (very, very good) "Lymfjordströmer Marsch" (AM II, 191 AMS). Zapiola died in 1885 (so says Wikipedia) but the officer Emilio Körner who is far responsible for the German influence in Chile worked there since 1885 as well. So it is rather doubtful with Zapiola.

Being Spanish very close to Italian, I can say that the correct translation should be "Memories of thirty years".

By the way: I just noticed the Spanish title of the march...:D...which is the perfect translation of "Schier dreißig Jahre bist du alt"...
