I'm pretty sure he knew he wouldn't win again. 10,000 years is a long time and it's likely the competition was a lot less challenging when he raced. The fact he ultimately lost in the finals of the first round of the race heavily suggest this.
Hahahaha I think he just enters the race to see if his opponent is worthy of becomming Avatar, and if he isn't, Satis will win the race. I think he does his best NOT to make it to Oban, that would have made it awkard and strange lol
