Here in Maryland a lot of agencies now use a program called E-Tix, created by Maryland State Police, which allows them to write warnings and citations all on the computer and then print them out on a small in car printer. They take the car's registration and the driver's license and scan the barcodes on them and it populates everything they need (name, address, car, etc.). All they have to do is select the charges and hit submit and print out the warning or citation. It also allows any other department using the program to see if the other person has been stopped before. Even if they were only given a warning. It's pretty cool.
I work for a Security company as an armed gaurd. We use Spillman for reports, name databases, vehicle databases, and we use the CAD program. Its a really awesome system!

Not to mention you generally work certain areas or sections of the city. You'll quickly learn any area you drive around every day, especially when you start referencing street names in reports and on the radio.
Yup I’ve seen the police cars in my area with gps and all active calls listed on them, I’ve seen cops use google maps on their laptops to get to calls.
You will learn this from your FTO. He will expect you to only get better over your FTO until you've learned your city. If you're really worried, spend some time driving around your city. Get a real map. Start with the big streets/roads and learn every intersection along them. Then move to smaller streets/back roads. To learn an intersection, learn both the names of the streets intersecting and the block numbers on either side. So, they may say "600 block of Supercop Street", which generally means the housing numbers in that bock are in the 600s. For standard numbering, each block generally goes up 100. But, there are some weird places out there.
I used to work for the company that is the service center for all the Toughbooks in the US. Between police, military, and medical you’d be amazed at some of the stuff that came in...... Well, Officer401 wouldn’t be surprised, but most people would.
I went on a ride along with my local PD (a city in Oregon) and watching him pump out police reports in the car in minutes and getting them approved makes me feel a lot better because my Police report writing supervisor makes it seem like i will be sitting at the office at 3 am for hours putting together reports

Dan C at my agency it just depends on how the officer enters it. We can enter “verbal warnings” into the system so another officer can see if you’ve been warned before, but we have to actually do it. If we don’t then there’s no record of it.

Carolyn mmitchell, part of your logic is correct, but the other side of the coin is way different. I taken people to jail for misdemeanor drug offenses. However, they needed to go to jail to open their eyes. I had two cases where people came back and thanked me because literally I changed their lives by taking them to jail. You don't see those cases on tv because it doesn't sell ads. Yes, some drugs should be regulated, others cannot because it causes so much damage not only to the person using it, but to families, relatives & friends.
In the 1980s, when dinos ruled, NCIC was done on crts and teletypes. Civilians with scanners could get a lot information from dispatch to car transmissions. Some agencies still primarily use the radio, so personal information is still in the clear.

So a while back my cousin and I were hanging out on the sidewalk by a restaurant/shopping center playing Pokémon Go while our families were waiting for a table at the restaurant and a cop pulled up and asked us if we knew about a robbery that had happened in the vicinity. The only reason that he asked was because we were two guys wearing shorts 😂 that’s literally the only thing that matched the BOLO. He ran our ID’s via radio and asked us what we were up to and made sure that we didn’t do anything. It was quite the story when we finally got back to the restaurant.

I worked on various CAD systems. Not Spillman, but I probably worked on the crappy one you said :D. Actually, one of the ones I worked on is from San Diego. It was called VisiCAD. I worked on the GIS, so my job was to make sure driving directions were correct and the map display was correct. I also worked on a reverse 911 system for chemical spills.

The procedure to get back to the department's network and access applications is very similar in the entire corporate world. Most telecommuters or remote workers use the same 4G / VPN technology to access the corporate servers, so nothing specific to a police laptop setup. But I do wonder before the 3G/4G revolution, how did the police MDTs gain their connectivity say back in the late 90s or early 2000s?
I would like to add on to a point that you made about using a Jetpack for your data needs, I believe Indiana has a contract with Verizon (or only certain agencies do here, idk the specifics) to allow cars to have decent internet speeds for a lot cheaper price and with that, more and more patrol cars are being equipped with an interior modem with an exterior antenna to have a hard connection to the cellular rather than relying on WiFi. Just thought I'd add my tidbit, love your videos.
So, I figured I'd share because maybe someone would like to know. A department close to me uses spillman for their CAD software, and from what I know it's basically just used as a for call information (Type of call, Call notes, Responding units, location, time of dispatch, etc.), unit information (Unit status and what not) and GPS. If I'm not mistaken it has applications for fire prevention (Fire inspection/code checks and all that fun paperwork heavy stuff), but I'm only educated on what fire apparatus use it for, which is primarily the 3 categories above.
I asked a similar question in a license plate collector group on Facebook I'm in and maybe one or 2 LEOs answered and if I remember correctly, I believe the US and Canada use similar software, so if I went to Canada, they could look me up, but they also answered that Mexico is a different system than the US and Canada. I did see alot of Baja California plates when I lived in Southern California, and I moved closer to Canada and now I see more Canadian plates and saw one European plate that was from Austria and that got me wondering how would a US based officer look up the plate or license that's from Europe or even China, Japan, China or another country
In Australia we did away with MDT's and switch to iPad mini's, so the officer can run your information without having to go back to a vehicle. You just have to learn to keep your eyes on the individual at the same time as the screen so you dont get your block knocked off.
Here in RI I worked for the Department of Attorney General - we had the entire criminal history system in our office plus AFIS connectivity. NCIC and BCI of course but the MDT's also can check INFACTS and DMV. Now most departments in the state use IMC, but Providence was special - HTE wined and dined the command staff. It sucked.

Well, if successful, they'll do a lot. The thing about hacking is its not as easy as you might think. Mainly, a laptop that would usually serve that purpose would usually have full disk encryption, which of course, would require either millions of years of brute force attacking with all the processing power in the world, or them to find a vulnerability in AES, which would be only slightly easier than disproving 2+2=4.
At my previous agency we used the InterAct reporting system and I LOVED it! (especially as a detective). At my new agency we use Spillman, and I am having a hard time getting used to it. To me, Spillman isn't very 'user friendly' and it doesn't flow as well as InterAct. InterAct was also web-based; and when you wanted to save or print a report, it would make the report a PDF which was nice. And with InterAct, everything is pretty explanatory and easy. You know when your photos or documents are uploaded; and sound-alikes will also appear when searching names (whereas in Spillman the name will not appear unless you spell it correctly). Anyways: I just REALLY miss the InterAct system. It's only about 5 years old; but it has the same really great database that Spillman has. :)

Also stolen cars aren’t always reported right away. You may have just stole it 5 mins ago and no one knows. Also if I am going to write someone a ticket I am going to verify who they are. Not just assume they are the owner. What if you let someone borrow your car and they got stopped and told the officer they forgot their wallet but they were the owner of the car. Now you have a ticket in your name and you weren’t even there. Now you have to go back and prove it wasn’t you. Just a few reasons to always check the drivers ID.

Being a software developer I don't understand your point about price of development for linux based systems vs NT based systems (windows). The languages used to code programs for linux based systems is usually C++ or C#, the language used on windows systems are pretty much the same. C# for the ease-of-use and C++ for resource intensive applications. So where exactly does the cost come into play?
Here's what gets me. I was in backgrounds for a department awhile back. The investigator calls me and asks why I didn't report a traffic stop from 15 years ago. Well for one, I didn't remember, and two, I was never cited. It was a verbal warning. So how did this investigator find out I was given a verbal warning for speeding 15 plus years ago? Do they keep records of this? So basically everybody you stop, is entered in to a permanent database system, even if they aren't cited? I could understand why they would be in the system once cited, because that's obvious. But to be given a warning, and then be put in to a database forever, is somewhat playing big brother. Another issue is the county courts case index system. It keeps records for life, that anybody with an internet connection can look up by going to the county court's website. I get that it's public info, but do people really need to see my seatbelt ticket I got back in 2001? Like come on now. You are branded for life.
The computers actually work,shoot 99.9% of the time it's waiting for it to update or even respond. Whitfield here only a handful of patrol units have internet access,it's also optional most still use paper documents or go to the squad room for edocs,or run names through dispatch

Spillman here as well.... It is fun to use if you like computers and have some background in them. If not, it can be frustrating to say the least.

As a former EMT we had a GPS in the ambulances, so I'd like to think by 2018 all emergency vehicles would have them.

it all depends on the system the police agency uses. Some systems share warnings among police departments. Others like mine don't.

I worked on various CAD systems. Not Spillman, but I probably worked on the crappy one you said :D. Actually, one of the ones I worked on is from San Diego. It was called VisiCAD. I worked on the GIS, so my job was to make sure driving directions were correct and the map display was correct. I also worked on a reverse 911 system for chemical spills.

I would like to add on to a point that you made about using a Jetpack for your data needs, I believe Indiana has a contract with Verizon (or only certain agencies do here, idk the specifics) to allow cars to have decent internet speeds for a lot cheaper price and with that, more and more patrol cars are being equipped with an interior modem with an exterior antenna to have a hard connection to the cellular rather than relying on WiFi. Just thought I'd add my tidbit, love your videos.

So, I figured I'd share because maybe someone would like to know. A department close to me uses spillman for their CAD software, and from what I know it's basically just used as a for call information (Type of call, Call notes, Responding units, location, time of dispatch, etc.), unit information (Unit status and what not) and GPS. If I'm not mistaken it has applications for fire prevention (Fire inspection/code checks and all that fun paperwork heavy stuff), but I'm only educated on what fire apparatus use it for, which is primarily the 3 categories above.

I asked a similar question in a license plate collector group on Facebook I'm in and maybe one or 2 LEOs answered and if I remember correctly, I believe the US and Canada use similar software, so if I went to Canada, they could look me up, but they also answered that Mexico is a different system than the US and Canada. I did see alot of Baja California plates when I lived in Southern California, and I moved closer to Canada and now I see more Canadian plates and saw one European plate that was from Austria and that got me wondering how would a US based officer look up the plate or license that's from Europe or even China, Japan, China or another country
Not all databases have that capability. I work in Texas, so I have my fair share of Mexican license plates. I can't run them... so not much I can do.
In Australia we did away with MDT's and switch to iPad mini's, so the officer can run your information without having to go back to a vehicle. You just have to learn to keep your eyes on the individual at the same time as the screen so you dont get your block knocked off.

Here in RI I worked for the Department of Attorney General - we had the entire criminal history system in our office plus AFIS connectivity. NCIC and BCI of course but the MDT's also can check INFACTS and DMV. Now most departments in the state use IMC, but Providence was special - HTE wined and dined the command staff. It sucked.

Well, if successful, they'll do a lot. The thing about hacking is its not as easy as you might think. Mainly, a laptop that would usually serve that purpose would usually have full disk encryption, which of course, would require either millions of years of brute force attacking with all the processing power in the world, or them to find a vulnerability in AES, which would be only slightly easier than disproving 2+2=4.

At my previous agency we used the InterAct reporting system and I LOVED it! (especially as a detective).
At my new agency we use Spillman, and I am having a hard time getting used to it. To me, Spillman isn't very 'user friendly' and it doesn't flow as well as InterAct.
InterAct was also web-based; and when you wanted to save or print a report, it would make the report a PDF which was nice.
And with InterAct, everything is pretty explanatory and easy. You know when your photos or documents are uploaded; and sound-alikes will also appear when searching names (whereas in Spillman the name will not appear unless you spell it correctly).
Anyways: I just REALLY miss the InterAct system. It's only about 5 years old; but it has the same really great database that Spillman has. :)

Also stolen cars aren’t always reported right away. You may have just stole it 5 mins ago and no one knows. Also if I am going to write someone a ticket I am going to verify who they are. Not just assume they are the owner. What if you let someone borrow your car and they got stopped and told the officer they forgot their wallet but they were the owner of the car. Now you have a ticket in your name and you weren’t even there. Now you have to go back and prove it wasn’t you. Just a few reasons to always check the drivers ID.
license plates do not have driver licenses attach to the returns. So when officers run license plates we can only see the register owner of the vehicle. Then we ask for license plate to verify the identity of the driver.

Being a software developer I don't understand your point about price of development for linux based systems vs NT based systems (windows).
The languages used to code programs for linux based systems is usually C++ or C#, the language used on windows systems are pretty much the same. C# for the ease-of-use and C++ for resource intensive applications.
So where exactly does the cost come into play?

Here's what gets me. I was in backgrounds for a department awhile back. The investigator calls me and asks why I didn't report a traffic stop from 15 years ago. Well for one, I didn't remember, and two, I was never cited. It was a verbal warning. So how did this investigator find out I was given a verbal warning for speeding 15 plus years ago? Do they keep records of this? So basically everybody you stop, is entered in to a permanent database system, even if they aren't cited? I could understand why they would be in the system once cited, because that's obvious. But to be given a warning, and then be put in to a database forever, is somewhat playing big brother. Another issue is the county courts case index system. It keeps records for life, that anybody with an internet connection can look up by going to the county court's website. I get that it's public info, but do people really need to see my seatbelt ticket I got back in 2001? Like come on now. You are branded for life.

The computers actually work,shoot 99.9% of the time it's waiting for it to update or even respond. Whitfield here only a handful of patrol units have internet access,it's also optional most still use paper documents or go to the squad room for edocs,or run names through dispatch

The laptop is an quite the valued tool of law enforcement, but is also rarely properly secured. These laptops are frequently variations of Panasonic Toughbook laptops. Despite attempts at properly securing them, it's not all that difficult to get "complete access" to the device in less than two minutes.
Hackers conferences in places such as Las Vegas have already shown many examples of how easy it is to obtain access
