Not so much a tradition as practicality. Star Wars is a universe, one with trilogies, one with almost guaranteed sequels/prequels/development to stories. So there's obviously a cost benefit. But also the fact you don't want to bring in a world-renowned actor into Star Wars as a major role. Imagine Chris Hemsworth in Star Wars, it'd look off wouldn't it? Yeah Star Wars likes hiring 'no-names', but that's not a tradition and one they do frequently break. Like Pedro Pascal. Hiring no-names is a very flexible benefit that Star Wars regularly breaks when it's feasible. Also doesn't mean Natalie Portman can't reprise her role.
If disney/star wars will make a live action of darth vader comics, portman can play all padmes handmaiden ... She has like 5, so they don't have to worry about casting more actors
