The reason she says it because when it comes to numbers of agents/soldiers, access to resources, political power, and how widespread they are the cult has an overwhelming advantage. This advantage is by virtue of the cult operating for centuries compared to the scant few years Shadow Garden has been spreading. All that being said, the power of each member of Shadow Garden is such that those advantages won't make a difference because of how badly the strength of the cult is eclipsed by Shadow Garden
