Ended up getting a harmonic balancer pulled from Harbor freight and used the three 1/4 holes in the center, I believe that is the correct way to pull that flywheel, i did soak with WD overnight and used a little heat and it came off, the rest was no problem. I appreciate your time and video.
Could you tell me what the screw does and how its suppose to be set. I'm having a difficult time adjusting my carb so it will start, or stay running. I noticed there's another small adjustment hex screw behind the plastic black carb breather box and not sure how that's suppose to be set. Thank you for a great video. Sorry for asking so much, but there's a ^ opposite of the screw side on the throttle cam. Is that suppose to be lined up with the roller while its in neutral. Thanks again. The screw on the cam follower roller is to adjust where the roller first contacts the the cam and yes it should be lined up with the ^ when the roller first starts moving and opening the butterfly. That being said, I would think if it’s not starting or staying running would be more a a rich/lean adjustment instead of the cam follower roller. The rich/lean adjustment is the knob on front of the lower cowling. There is a needle behind that knob the controls the gas/air mixture. A good starting point for adjusting it is turn the needle/knob clockwise until the needle seats. Do not over tighten, then turn counter clockwise 1 1/2 turns. This can’t be properly adjusted with water muffs, put the motor in a barrel or the lake etc. and adjust up or down until it idles where you want it. I hope this helps you out. Hey brother great video. i have just about the same motor but a 1992 9.9hp evinrude model E10RENA. For some reason the throttle is seized in neutral and wont turn at all in neutral. Its stuck all the way on low. I go to twist it, no turn. If i put it in drive though, throttle turns just fine to give it gas. I have to start it in drive. This started happening after storage outside this winter (Michigan) for the first time. Do you know why it's stuck and wont turn in neutral and have a fix?

The symptoms were that the motor would not reach full throttle because of the piece being broken off. When the throttle handle was advanced the cam follower was not pushed far enough to open the butterfly in the carburetor. I hope this answers your question, if not let me know. @@SlicksOutdoors ok I myself don't know much about outboards. I have aquired a 1995 evinrude 25hp with a 16ft flat bottom. Trying to determine what i need to replace to fix it.. the handle has made a snap noise and the throttle no longer functions. The handle just spins while the motor idles. Any idea where i need to start? Hard to find videos pertaining to my issue
M Wellmac could be the throttle cable itself broke in the steering handle or the linkage that connects it to the handle. Is there nothing moving under the cowling when you turn the handle?

@@SlicksOutdoors flywheel will NOT come off, I’ve done everything afraid of damaging it, I’ve got a nice 3 jaw puller and it’s not moving, any ideas.
Lots of penetrating oil for a few days.
May try to heat the flywheel a little.

Let me get where I can put my hands on one before I steer you in the wrong direction.

It sounds like something with the neutral safety switch. Let do some looking on mine and I will get back to you. Really appreciate you question.
