The only reason Joe got through his very short speech is because he was reading from the teleprompters that are in the back, one on each side. Then he went into the crowd and spied a little girl. He wouldn’t leave until they made him. Apparently he was hoping he could get close enough to smell her. Then he had to go in and take a nap.
