Tarkin is definitely the main villain in New Hope. Vader is a bit more personal since he kills Obiwan and allegedly killed Luke's father, but Tarkin commands the Death Star, taunts Leia, destroys Alderaan, and represents the Empire as a whole. Vader didn't take command until Empire Strikes Back.

Technically the main antagonist of Episode 1 is actually Nute Gunray considering that he's the one responsible for the entire droid invasion on Naboo that the heroes themselves were desparately trying to end in the first place whereas Maul was only sent as backup for Gunray, tasked with recapturing Queen Amidala after Qui-Gon and Obi-Wan helped her escape before Gunray was able to make her sign the treaty to legitimize the invasion and killing Qui-Gon and Obi-Wan as to prevent them from further interfering.
