Technically the main antagonist of Episode 1 is actually Nute Gunray considering that he's the one responsible for the entire droid invasion on Naboo that the heroes themselves were desparately trying to end in the first place whereas Maul was only sent as backup for Gunray, tasked with recapturing Queen Amidala after Qui-Gon and Obi-Wan helped her escape before Gunray was able to make her sign the treaty to legitimize the invasion and killing Qui-Gon and Obi-Wan as to prevent them from further interfering.
