The Worst Rule in All of Soccer.
Welcome to the worst rule in soccer. A scary man once asked, "What's the most you've ever lost on a coin toss?" Well what if I told you that your country's World Cup fate could live or die based on a literal coin toss? Well it could...and here's how.
Under current FIFA rules, in the group stage of the World Cup each group contains four teams who all play each other once. Of course three points are awarded for a win, one for a draw and zero points for a loss. The two teams with the most points from all of their games go on to the knock out round and the others go home. But what if there is a tie for second place?
Most people know that Goal Difference from all games played is the tie-breaker if points are even. But what if two or more teams and tied on points and goal difference? Then the team who scored the most goals in all of their matches goes ahead.
You may now be wondering, what if there's still a tie? Great question and this is where is gets more interesting. Basically, to break the tie, the group becomes reduced to only the teams that are tied based on the three steps above. There can be a two or three way tie for second. Actually, if all the teams tie all the matches by the same score there would be a four way tie for first place, more on that later.
Let's say there's a two way tie for second. Both beams B and C had the same points, goal difference and goals scored. We would then look at how they did against each other. Which ever team won that game would necessarily have more points, a better goal difference and more goals scored in that (head to head) game and would go forward.
And what if three teams are tied for second place? Let's say team A beat everyone 2-0. They would move on with nine points and a plus 6 goal difference. Now let's say that all of the other games were one-one draws, the table would look like this. Team B, C and D all have two points, a minus two goal difference and two goals scored. To break this tie we remove team A and only look at the three games played between teams B, C and D. Which would make the table look like this. They all still have two points, and now a zero goal difference and two goals scored from their games with each other.
In this case, according to FIFA, the tie is broken by a "Drawing of lots by the FIFA organizing comittee". You heard that right, a drawing of lots, a literal coin toss to determine who goes forward in the World Cup and who goes home.
Actually, if three teams are tied. It's worse than a coin toss chance.

From the 2018 World Cup there is an additional tiebreaker before drawing of lots: Fair Play Conduct points ( -1pt for yellow card, -3pts for red via 2 yellows, -4pts for direct red card and -5pts for direct red card after getting a yellow earlier). In addition UEFA's EUROs now use their National Coefficient as a last tiebreaker before drawing lots.

Thanks for watching Michael. I saw that away goals and Fair Play points are used to break ties in qualification for the 2018 FIFA World Cup, but I can't find the official book for the actual World Cup for 2018. Where did you find this?

Page 43 of the updated FIFA World Cup 2018 Regulations (downloadable from www.fifa.com/worldcup/organisation/documents/ ). I believe this was not used in 2014 but was used by UEFA in EURO 2016.
Also while Away Goals is normally referred to club competitions (Champions League and Europa League) it is also used in Qualifying stage for World Cups and EUROs (slightly different implementation in each).

Nice, thanks for pulling the reference. (I couldn't find it) I have a memory of Fair Play being a later-on tie breaker (maybe in South Africa?) but it wasn't in Brazil.
Well I'm glad FIFA listened to this video and changed the rules (and so quickly). This takes the chances of drawing lots from once in a generation to twice in a millennium.

For three-way tie, you could totally have a penalty shoot-out between three teams. Each team gets 10 shots, five against each opponent, and scores 2 points for each goal scores, and -1 for each goal conceded, with sudden death if necessary.

  • @ilregulator

Before the coin toss there's the Fairplay-rule. Per game any player could "earn" points for cards. These points would be subtracted from the team's points.
    Yellow card: 1 Point
    Yellow-red card (a second yellow): 3 points
    Red card: 4 points
Yellow and a red card: 5 points
(Every player could only fulfill one (or none) of the criteria)

Anything would be better than a coin toss. How about most "non-penalty shot" goals scored as one tiebreaker (b/c some of these penalty shot goals are so cheap or controversial)? Another tiebreaker can also differentiate (albeit it'll be rare) goals scored (by yourself) vs "own goals" scored (deflected by the other team). Another one can be "first" goal scored. Yes, you can still have a tie at the end - and be forced to do a coin toss - but the idea is to create as many tiebreakers as possible to avoid the dreaded coin toss.

      It's W - D - L (which is way more common in football) instead of W - L - D. They are just mislabeled.
Also, in 1990 a win was worth 2 points instead of the current 3 (this change was made by FIFA in 1995), hence why England has 4 points from 1 win and 2 draws instead of 5.

@@tchujdenetza You are right. The 3 point for a win (first debuted in England in 1981) was indeed used in the 1994 World Cup, but was only "formally adopted" by FIFA in the following year, 1995, as I previously stated. Some other national leagues and associations made the change prior or after that as well.
However, the 1990 World Cup depicted in the video still used the 2 points for a win system.

Actually what they should do is have shots on open goals while they are each in different cities and the shots would be taken from very far distances(from the other side of the pitch) until either of them miss.. So basically they would be competing while they aren't in the same place, that would actually be very fair
And you would have it broadcasted live and they would each be in contact with each other and you would have a referee for each team making sure everything is done correctly

You seem to forget that 3 pts for win are pretty recent decision. Throughout whole soccer history only 2 pts were given for win. In fact they have decided to increase them to 3 for two reasons: A) This would decrease fixed games as draw would be almost a loss (1/3 of a win is much worse than 1/2 of a win) and B) Teams will fight much more aggressively for a win, because of the same reason. So England did have 4 pts.

Tom Athron Thanks, I was not entirely sure in which World Cup it was changed, I knew it was one from the '90s and the 1990 World Cup was played with the old score system

I think the opposite. If you have tied in all things, the lower ranked team should go through because if they are the worse team, they have played better to tie a better team.
