Japanese Pokémon card packs, you are not guaranteed anything like you are in the American packs. It definitely seems harder to find the, what’s considered, better cards when you’re opening Japanese packs. Also, the Japanese Pokémon card packs, as you saw, have less cards in them than the American version. However, I think the artwork on the Japanese Pokémon cards happens to be so much better than the artwork on the American Pokémon cards.
The artwork is the same in both. Japanese cards are just split into more sets that the English sets have combined together. (Although they do sometimes make cards in the Japanese sets into English promos).
