It depends on the time, in present day majority of Jews in Israel are originally (by "originally" I mean of course the country they came to Israel from) from middle eastern countries. most Jews from those countries were only able to leave after the state of Israel was declared. On the contrary it's true that in 1948 the big majority were Ashkenazi due to restrictions from Arab countries and the obvious reasons being the holocaust & the ideas of nationalism starting from Europe and spreading.
