For pathways, you can scan qr codes by bring friends with Sable (you talk to her daily for a few days and she will eventually get the machine in the shop for codes) and for the police station. Its completely random but at some point a villager will randomly ping you saying they want an police station in town. (So basically like any other regular publics works project)
