I suspect this game is actually a hockey game reskinned, and thus, if there is an offside call at all (hard to be sure how much of the rulebook games of this vintage actually replicate), it's probably based on hockey rules.
There were a lot of coding faults. For instance, you will see that I kick the ball and the opponent grabs it. During that time, the CPU is facing towards my goal and it initiated a kick...scoring for me. In fact, a lot of the goals are me trying to manipulate the CPU into scoring for me. Such a broken game...LOL
Actually, as I re-TASed this on my last run-through...I tried to figure out how to score another point, per half. So if it did become reality, it would have been 22-0. So..yeah, I believe it could be possible, but it is going to take some massive work.

@@THEmuteKi : My money is on "not enough RAM to keep that into account anyway". I'm not complaining, the C64 did wonders with its limited hardware.

Why member of other team is helping you to score a goal? Is it some kind of bug or hack?

It was 1983...I doubt that programmers had a good idea of AI back then. I did take advantage of it, to help me score a bit faster.
