How do you handle a Boiler, If drum safety valve lifts before lifting of line safety valve?

I have experienced this thing at full load.
But it was due to drum safety valve malfunction. Boiler was running at rated pressure but suddenly drum safety valve got lifted. The first thing happened was drum level slightly raised then reduced drastically...in that case I have started 3rd BFP and taken all BFP's in manual to maintain drum level.
Parallerly I have reduced the fuel feeding to reduce drum pressure.
To open startup vent is not good idea as if startup vent not closed due to any problem then it will create another emergency...so better is to reduce fuel to decrease drum pressure....
