      If you want to understand the roots of British Parliamentary Behaviour, let me highlight just one detail for you. There is a huge, twohanded golden mace in the centre of the room. It belongs to the monarch, and if it isn't in place, NO BUSINESS CAN BE CONDUCTED. Its gaudy, flamboyant, antiquated, and entirely impractical... and makes very little sense, but we will never change it because it has so much character.

      @@aleph8888 - It depends. Presidential democracies, as used in Belarus, the US and virtually all of the Americas (excluding Canada), don't separate the two. A president is effectively an elected absolute monarch. That's why Presidential democracies are subject to a high risk of falling into dictatorship. Some countries, like France, do have Presidents but they're more like elected constitutional monarchs. The power in those nations are vested in Parliament and the Prime Minister. While Macron is the head of the nation, Castex is the head of the government.
      But sometimes things are a little blurred. As head of a nation, people like Macron shouldn't be the ones attending summits. It should be the heads of government.

      @@daviddavies3637 Well, France isn’t really the best example of a republic where head of government and head of state are separate. Yes they have a prime minister, but the French prime minister, unlike in most other republics with a parliamentary system, is under the president’s direct authority. France’s rather unique form of government is basically a middle ground between Presidential republics and parliamentary republics, referred to as a semi-presidential system. A better example of a republic where head of state and head of government is definitively separate would be Germany

      You beat me to the punch! I'm British, though live in the US, and I've never forgotten that line. Sometimes I think the hardest decision for MP's must be which of the THIRTY or so bars to choose from.       Boris carefully messes up his hair before he goes on camera or in public. He knows his image as a hilarious fop helps him. He can be genuinely charming and funny, and that combined with his carefully cultivated image lets him get people off their guard, let's him distract them from things he'd rather not talk about.
      There is a clip where some reporters were waiting outside his house, wanting to questiom him about some issue that had people angry at him. He came out with a tray laden with cups of tea for them, and within 30 seconds had them all laughing and talking about other things.
      He's a clever, manipulative guy. Born for politics, really. Just a shame his Brexit goals are so repugnant.

      @Dan Smith I hate to break it to you, but if you check out the BBC iplayer, you will see there is a Parliament TV channel. Also you can watch debates live online on the parliament.uk site. Not to mention if you want there is also Hansard which is a written record of the house debates. So we have plenty of access to British Parliament.

      I think he was referring to Margaret Thatcher being elected Prime Minister--most Americans in my experience consider the Prime Minister to be the head of state for the UK because of the similarity with the office of President.

      We’re not taught about Parliament in American schools; so the confusion between head of state (the Queen) and head of government (the PM) is understandable. Only reason I understand Parliament is because I lived in Australia from 1989-1991, and HM Australian Government uses the Westminster system. Queen Elizabeth is also the Queen of Australia, although Australia is an independent country-Australia CHOOSES to have Queen Elizabeth serve as head of state,

      Mal McKee True-and I expect he does. His main job though, is relevant comedy in his monologues, and for something to be funny it has to be first understood. I have my doubts about how many Americans know the difference between the British Isles (geographical location) and the UK (a union of 4 distinct nations). This distinction isn’t helped along by the fact that it’s residents call themselves British, Britons, English, Welsh, Scots/Scottish, Irish, Liverpudlians, Londoners...depending upon who you speak to.

      Mal McKee I agree with you about repeating incorrect information, but its a trade-off. Colbert can’t be funny without making the jokes understandable to as many people as possible, nor does he have unlimited time in which to make the joke. He can’t give a dissertation before each joke.
      As to the multiple ways to refer to people in Britain, well, that is a problem very common to multi-ethnic and/or immigrant nations that do not restrict freedom of expression. China is multi-ethnic, too, but the government insists on referring almost everyone as “Chinese,” even if they are not Han Chinese. In immigrant multi-ethnic nations like the USA, UK, Canada, Australia to name just a few, you get hyphenated people. I can call myself at least 6 different things: Irish-American, Jewish-American, Australian-American, Pennsylvanian, Pittsburgher, and Philadelphian-due to triple-citizenry (US, AUS, IRE), ethno-religious group, and places I’ve called home. This is not an ambiguity that occurs in repressive nations.

I actually am; I was born in the US, but my paternal grandma was born in County Galway, making me eligible for Irish citizenship.       Every time they sit. Search for Parliament live on You Tube, the Parliament Live Website , and 'papers like the Guardian also stream important debates live and their entirety. On these sites you wont get talking heads droning on just the proceedings. Next important debate should be on Monday as Johnson will be attempting again to force a General Election which is remarkable in itself or, if he is still Prime Minister and hasn't shutdown the Commons early (the reason for much of the Opposition's fury) then on Wed at noon he'll be taking Prime Ministers Questions where you can see him try to bluster and bluff his way out of an hour of tough questioning.
      If you are lucky it will be as a risible a performance as his first one. :)

      After three years on the continent watching the great theatre on the island off our coast, the enthusiasm for work parliaments like in Stockholm (where even clapping is unusual) or for the extremely bureaucratic parliament in Berlin is growing.
      The House of Commons has the stage quality of a Shakespeare play, but with the fact that they gave up power to the audience with the Brexit referendum, the actors don't get along well at all.

      His predecessor (the one before that actually) Betty Boothroyd was *the* best Speaker ever. Great fun, an ex-Tiller Girl (IIRC - one of those burlesque dance troupes anyway) and she never took any crap from anyone. Like a much loved strict but fair headmistress :-D She was also Chancellor of my uni and I graduated in her final year on the job, so I got to meet her! A genuinely wonderful woman and still much loved by those of us old enough to remember her as Speaker or as an MP. Can't say that about many other MPs! Bercow is ok, but he can be quite divisive.

      Bercow is fantastic. When the dreadful May invited Trump over for a state visit, Bercow made sure that he was not going to be invited to address parliament. Bercow also prevented May from ignoring what parliament was saying and just repeatedly bringing her rejected Brexit deal back for another vote. The Queen in parliament is sovereign and Bercow makes sure that the government knows it.

    I think it was Robert Conquest who said that a big part of the problem with our legislature is that the two parties don't face each other. The layout of the House and Senate are essentially designed to foster bloviation rather than attempting to talk to one's political opponents and bring them to one's side.

      It's funny how people are willing to call someone impartial when they go against their interests. Surely if Bercow didn't allow the motion to block a No Deal, he could be called impartial against the MP putting forward that motion? The reason Boris and Co want to discredit Bercow is they don't control him, and no one should.
      I think the only national embarrassment atm is Boris. Not looking good for him losing 21 party members in a single day, and failing to get his snap GE through.

      Well, they are all in favor of the policies Trump proposes (with the exception of trade), like the tax cut they passed, the military budget they choose to spend on, the social safety net they choose to cut. They just don’t like his behavior and wanted him to be a more “polished” conservative. Other than that, Rep. Amash is the only Congressman who actually stood up by actually changing his political affiliation not just saying “I like most of his stuff, just his tweeting needs to pull back a bit,” and risking his re-election chances for that bit on the impeachment issue.

    Technically, a PM in the UK is not head of state. They are the Prime Minister (prime helper/ assistant) of the head of state which is the monarch. They are the head of the government (the cabinet, the executive) which in America is referred to as the "administration" as the US Congress is called the "government".

    The UK never elected a female head of state. The head of state in the UK is the Monarch. The UK has had several female heads of state in their history.
    In 1979 the UK elected their first female head of government.

Because we placed systems that work in favor of those with money, they buy themselfes in good schools, make important contacts and we never get rid of them again ... i dont think thats inherently human, people who already were in power really really didnt want to give that up, so in ohdaa to accomplish that, they thought how they could create the system in a way that benefits them ... being greedy might be a human trait, but i doubt its inherent
