Some context for those who don't know. Medavoy is wearing collar brass on his lapel that says "DD" which was the old "Detective Division" at the NYPD. It was later reformed into the "Detective's Bureau", which is why the other detectives are wearing "DB" collar brass on their lapels including Sipowitz who has correct uniform insignia. Things maybe were different in 1994 but nowadays all of them would also need to wear collar insignia on their shirts like the Sergeant. You can see the detective's shirts have holes in the collar where the insignia should go. Andy's awards include the Police Meritorious Service citation, Pistol expert, at least one or two commendations but I can't tell the color of the stars. At the end of the series some of his award citations changes so I think it was just a prop at the time.
NYPD Blue was pretty accurate when it came to routine details, thanks to Bill Clark being the advisor, but I have never seen a cop wearing his dress uniform at anything other than a promotional ceremony or a funeral. That stayed in the locker, rarely to see the light of day. They could have made the same point if the detectives were all in a duty jacket or simply a long or short sleeve uniform shirt.
Doesn't matter What job you have or what rank you hold or what level of importance you are in seniority and it absolutely does NOT matter if you are male or female.... All's Fair in Breaking Balls or the PG version called Busting Chops!
Back in the 70s two friends and myself drove to NYC and arrived on TG morning. The driver made a wrong turn and ended up in the parade, right under a huge Mickey Mouse balloon. About 6 cops circled our car, banging on the hood and using every swear word in the book. So we quickly backed up, and apologized.

Not so much the point of it, but a (practial) privilege of being a detective. But it's still a cop under the clothes, so yeah... there's a uniform in the locker at all times.
A friend of mine's father, old timer from the 46, said "A detective is nothing but a patrolman in a sports coat." I still laugh at that.
Rank-wise, that's true....theyr're the same rank as a beat cop.
