they are actually an insurance company called centraal beheer, i am pretty sure there is a whole reason behind Apeldoorn but their HQ is there. And it literally translates to "just call apeldoorn."

klasse! was even online om die walgelijke tele2 reclame van de jeugd van tegenwoordig te bashen maar die reacties staan uit (logisch) en toen zag ik dit! helemaal goed! Nederland is een beetje vergeten dat we humor hadden denk ik. Goed, valt er de laatste tijd ook niet echt veel meer te lachen..

It just shows the Rolo candy bar and you'll hear a man say the phrase that means: "Rethink what you're doing with your last Rolo." And I guess the reply on the comment refers to the connection between the look of the candy and racism. Really, in the Netherlands it's considered a problem by political folks who can associate products and their names with racism, even if nothing about it is supposed to be referred to or connected with it at all. I'm strongly against racism and supporting that kind of behavior, but the people at the opposite side of the discussion about it often take this thing way too far, instead of only busting people who really commit racism deliberately.

I think this is a kind of 'clash of cultures prank'. The people in the car are trying to 'imitate' the movements of the car they think the man looking at them would do, like in the hiphop music videos. The sentence appearing means "Certainly Delta Loyd." Delta Loyd is/was a life insurance company.
