Trying this game for the first time time with some friends and I was able to relocate close to my buddies but he still is about two circles (influence) away. Am I able to chain forts to allow me to have influence to his base and then relocate my keep?

If you link forts, you can extend your range, that is correct. You could then take a 9x9 grid and relocate next to him.
I would say that it may not be the wisest idea though, as then you will be competing for resource tiles!
What may be wiser, is to farm as much power as possible early on and wait until the fighting starts. Then you should both chain forts to the front lines, and relocate there. That way you are close together, and can easily help with the fighting!

I’m assuming you can’t relocate to united faction land? If my faction (Gondor), unites with Rohan, can you move base to Rohan owned territory?

Correct. You can only relocate to lands owned by your own faction, not into you UF lands. However you can use their tiles to link and long march to, to setup forts. This forms part of the united tactics, to make sure both factions have territories close to the front lines for relocation
