It would depend somewhat on the trait that the item has because some traits are only possible on purple or gold gear. Also blue gear usually doesn’t have +attack as a stat. In terms of pure might/focus/speed a 4* blue will usually have slightly more of those stats than a 0 * gold

Do you mean the max amount of resources that you can store? Or your resource income per hour?
