I kinda get what you're saying, but as someone that was a kid in the early 90s let me tell you, there were a lot of beat-'em-up arcades in the 16-bit era. So just like The Simpsons arcade is not a rip-off of the Ninja Turtles arcade and the Turtles arcade is not a rip-off of X-Men etc, this is not a rip-off of anything to any notable degree, really just a standard genre of that era. Even if you mean beyond just the fact that they are the same genre, trust me, a lot of the less popular beat-'em-up arcades would also have you go to the big bad rich/powerful guys tower/mansion/castle and knock them out a window or in someway fall to their death.😅
