By the way, the fog at 15:45 shouldn’t be present during the fight. This is an emulation issue with MAME where it doesn’t properly layer some graphics. So unfortunately most of the fight is obscured by this.

What is it with arcade shovelware being good/ok and not a dumpster fire, so many nice looking/fun shoveware games in the early-mid 90's.
Many licensed games were developed by teams like Konami (this game is very similar to their own Sunset Riders). Further this show was created by Ryan Brown, who got his start on TMNT

Setting the volume to max is an actual strat in this TAS and I love it
