Navmeshing is absolutely essential for npcs to do anything in-game. if you are still in the dark about navmeshing by the time you read this, just watch modders videos. and trial and error yourself. that really helped me.
That's fantastic, sounds like the police here in England. If you check the Confidence option in the AI Data tab of your guard NPC you need to set that to Foolhardy or he will keep running off from danger. That should solve the problem.
I used the general crime faction and included another NPC. Instead of patrolling, my guard tells the other NPC to back off and, when she doesn't move (because I haven't given her anything to do yet) he attacks her. I removed the other NPC and now my guard just stands there. ... Actually I figured it out, I'd selected "Patrol and Guard" instead of just "Patrol".
Be sure that they are not set to being over aggressive in their AI Data and be sure they are not natural enemies in any kind of way, so be sure they don't have any factions that would over rule a guard faction.
You can make guards hunt on patrol? It reminds of when I was playing Oblivion and I saw two guards killing each other outside of Bruma. Apparently one guard shot the other guard instead of a deer and caused a fight to the death! I wonder if that could happen in Skyrim! :D
You may try setting the marker owmnership to the dragon and give him a package to patrol the idle marker but again he may just wonder around it. Also try different packages like sit and if it then works and you want it to spring as a trap take a look at the trap ware house for some ideas to use triggers to set him off.
I did keep promising that for some time but in the end decided not to bother. It's also one of the most buggy parts of the kit from experience and I don't know everything on the subject myself. There is a tutorial I've spotted before though, shouldn't be too hard to find.

My new Empire is nearly complete. Just one question though, how do I make these stationary so a guard just stands at their post like most guards do? I want some to patrol and most others to stand guard, how would I go about doing that?
Just point a patrol package at a single patrol idle marker and they will stand there. I think they may even perform the various idle animations like crossing arms and such too

A question. Im trying to make a dragon in my cave, that is using the dragon perchs, wich means he can land just next to you and scare yesterdays dinner outta you. But all he does is flying around and screaming. Nice effect tho, but he cant be targetted. Any tips? The reason why im asking here is cuz I thought it could be a patrol/idle marker script, But noeh :'(
That should actually be pretty simple, place an xmarker heading down and use an AI package to point him at the marker using "patrol". Just don't tell him to go to any other markers and he should stay at that marker for the time period you set.

+Midgetalien Not an expert on the subject, but I think it's done by creating a quest with a script that triggers the change when the player has completed the quest by taking the hold.
so i am working on a mod called shipwreck island and i got every thing working so far except the guards i have followed every tutorial i can find the part i am having problems with is the traits tab every time i check traits it changes race to fox and changes male guard voice to none can you please explain why it is doing this and what i am doing wrong

This can be done using idle marker and AI packages, I have a tutorial up for it in the Creation Kit playlist.

All NPCs should automatically hold a torch out when it's dark and if they don't then try adding one to their inventory and they should use it.

Yeah, leveled chars are a little different. I would have to look into and see if I can do it. I have a list of tuts at the moment to get through lol.
