    On 21st October 2019 the DVLA Changed the requirements to register your vehicle as a camper. We breakdown and explain the new requirements, and how to apply for a re-classification.

    Seriously tho. Thanks for reposting this. The music was a bit off on the original. I've had my re-registration knocked back. It's a high top. It has decals and all the old requirements. It was submitted by recorded delivery a month before they changed the criteria online. I think it's wrong for dvla to hold onto current applications - sometimes for months - in order to refuse them after the new regs are applied. That said, I think there's a way we can all fight the knock backs........1st of all they are not really giving clear reasons for saying NO. So use the email address on the letter to ask politely what EXACTLY was missing from your van that caused it to be rejected. This does several things ; it makes them give you what you need to fix it. It shows up bad decisions based on wrong information or just being blind as to what was clearly on your photos. It shows up when they did what they did to me I. E. Use new regs to deny an application made when the old regs applied. Most importantly it gives you evidence for a COMPLAINT. Not an appeal. A complaint. I found out with dealing with local councils that reporting housing issues just got you the runaround until I also made a complaint. My friends garden wall had fallen down and everyone who she spoke to at the council, including 3 officials who visited on 3 separate occasions gave her the same story.. "..I think that's the tenants responsibility." This went on for months. As soon as we put a complaint in that they were not carrying out their responsibilities as a landlord the work got done within a week. Complaints are part of an organisations way of measuring it's performance. They mostly aim for high 90s percentages and as few complaints as possible. It's like your kids school attendance.....only a few half days off ruins that term's percentage score. So it's complaints that will get us results. But you need something concrete to complain about. It won't be long before they remove the email addresses from dvla letters just like the old CSA did in years gone by. Emails prove what the customer said, when they said it, and who they said it to. Accountability. .... they don't like it up em' as Jonesy would say ! Happy travels everyone. John

      @@dieselbushcraft1299 cheers. I've a lot of experience dealing with shifty management / HR types. Some courtroom hours too. Email empowers the weaker party as it prevents the other side ''gaslighting" you or saying they never had your communication. Recorded delivery only shows that "something" was received. Email shows WHAT exactly was recieved, when exactly (which starts the time pressure clock ticking on them to respond) and by whom it was read. No wriggling out of those. Unfortunately that's just the start of it. But it does put the onus on them to be professional in response and quickly. So if you still have an issue with their reply you can then complain because you've allowed them a chance to do the right thing. I was quite shocked at the blatant "f*** off" which came in my DVLA letter. It said the decision is final. You can't appeal and we won't review this unless you change the vehicle (but we're not going to tell you what you needed to change.) Every English court and tribunal allows a request for the decision maker to review their own decision or an appeal to a higher authority. It's the basis of fair dealing in justice and prevents dictatorial rulings. That's what DVLA are trying to do.......dictate. Not to me they're not ! Lol

      Good luck having a go at the dvla, I’m sure many people will question their decisions too. Unfortunately for me I’ll be a couple of years before I go through this process so I’ll see if they have been allowing changes or not by then.

      These new rules are so ambiguous and open to individual interpretation by who is adjudicating your
      application , which is not acceptable. The rules should be common to all applicants not an individual’s
      interpretation. Wake up DVLA. These rules are going to ruin an industry, and thousands of people’s
      harmless leisure time.

    Am I right in saying that, as long as you can get your vehicle insured, you are now free to do whatever you like inside your van? I foresee that people will go ahead and convert and not bother with reclassification and there will be a lot more stealth vans on the road.

    As usual, the DVLA at it's best. Clear as mud! SO many holes in this and just creates a myriad of other questions. For instance, should you consider your van doesn't meet the internal requirements (subjective) does this mean you can't use it as one?! Utterly laughable! Motor home style graphics?...again completely subjective. What exactly is an awning bar?! It is important as there is a difference of several hundred pounds between a rail and a wind out/pull out awning. Clearly they have drawn up these 'guidelines' in house, without consulting any experts or legal advice. Plus, I know so many people who have reclassified their vans as campers, who believe they can drive at car speeds, but clearly this is technically not the case! It's a minefield and as the smart roads network expands, will simply lead to confusion and a tidy little windfall in fines and prosecutions.

    If you use the DVLA guidelines regarding windows, and in my opinion the correct use of the english language, it clearly states that the vehicle has to have at least two windows on `one side` (not on the `side` of the vehicle) of the vehicle (not including drivers/passengers windows) - this does not mean that it HAS to be on the `offside` or `nearside` (not mentioned specifically) = in other words most vehicles have at least six sides (front, rear, offside, nearside, roof, floor) = so you can install two windows on the rear doors or the roof, - Is there any mention of window size? = No, is there any mention that the windows have to have an opening? = No, or to meet certain Lux levels in a given environment? = No..............As we all know, its impossible to get any clarity from the DVLA due to a deliberate lack of email addresses etc, so I urge everyone reading this to take the time to complain to your MP on this matter if you really are concerned - sadly most peps are apathetic!

      whu58 I think it's stretching it a bit to hope Dvla will agree a vehicle has 6 sides including the floor. If we just take the ordinary literal meaning a van has 2 sides. The wording is " 2 or more windows on at least one side" and "A reasonable amount of daylight" I think the second part is to stop us getting around the 2 window requirement by fitting tiny portholes or the like, or as some have - fake windows that are just glass over steel panels. The 1st bit looks confusing until you disect it............Forget the "or more" bit as it just confuses things. So you need "2 windows on at least one side." The way to interpret that is to try it out written differently. I.e. how else could that have been said ? If it had said "at least 2 windows on one side" then you could say it meant the windows should be on the same side (as each other.) But it's not said that way......in fact the "at least" bit refers to the number of sides. So those windows which can be 2 or even 10 if you wish can be all on one side or split between both sides. Of course you may find some Dvla people accept their own view of the rear door windows counting as one of the sides but I think it's safe to say most won't. Hope this helps. John

      ​@@johnvancamper9581 With respect John, it has nothing to do with hope or the DVLA agreeing to a vehicle has six sides or not (they can not change physics to suit themselves) = its not up for interpretation (its a fact), example; A cube has six sides (period), a elongated cube (cuboid) still has six sides = a van in most instances is a elongated cube - If you fit skylight windows on a house, its still a window - portholes are still windows in ships/boats, glass bottom boats have windows in the flooring - if I submitted a vehicle to the DVLA (based upon there unclear/vague guidelines + mine or a lawyers logic) and they refuse to class my vehicle as a motor home, I would take legal action.

      @@whu58Go on then...I'll bite ! Lol I'd say a cube has six FACES. Once we name them as top, bottom, front, rear and two sides, whilst still 6 faces of the same cube they now have individual labels. A van is not an "elongated cube." To be so it would need completely flat faces. It is a van. Just like almost all vehicles we call it's 6 faces by names : front , rear, nearside, offside, roof, and underside (the floor is internal therefore neither a face nor a 'side'.) These are pretty universal terms for vehicle descriptions. I think would be sensible to assume DVLA would talk in these common terms when using phrases like "at least one side." I agree it could have been more clear. I mean it wouldn't have been a big deal for them to consult the Plain English movement ; They could have written instead ; " 2 or more windows ( not counting the windscreen, drivers door glass or front passenger door glass) which can be fitted either on the nearside, the offside or a combination of both the nearside and offside . Windows in the rear doors will not count but those in any sliding side doors will count." Equally they could have said " The 2 or more windows fitted to the habitation area are required to have an area which allows in light that measures at least (x) square centimetres in total. These windows may be tinted but to no more than the same degree of opacity as the current legal limit for rear doors on motor cars." That would give clarity (both to van converters and the people at dvla who have to make these decisions) about position, size and what DVLA mean by " a reasonable amount of light."

    Hi your. Last comment was interesting that the exterior has to have a combination of these changes that in its self leaves this open to ambiguity i read this’s as some but not All ..
    I believe that the right lawyers could tear this to bits . What about the camper Industry are they going to stop manufacturing
    Pop top campers .. that won’t be campers I think not this will be challenged Bureaucrats that doint live in the real World probably never seen a camper ..

    I think by the time I have fitted an awning and graphics with two windows, I would rather pay the extra insurance premium for a panel stealth van than have all that hassle of reclassification,

    To me as I understand this is that not all of the exterior features, controversially this still means that a high top roof is not essential as long as the other features are present but I’m pretty sure the DVLA will require the high top roof. I think a good solicitor will rip these requirements to shreds quite easily.
    To be honest I’m not going to stress as I’m enjoying creating my own camper from a VW T6 and will enjoy using it.

    The 'graphics on the sides of the van' clause sounds as though you need wording which say that it is a motor caravan. A picture would not be good enough, because a tradesman could use similar graphics quite legitimately. That wording would be a magnet for thieves, and that means an increase in insurance premiums, once the insurers wake up to that fact.
    Furthermore, a number of showman's living wagons are within the weight category in the legislation, but they rarely (maybe never) bear distinguishing graphics, for security reasons, but are still essentially categorised as camper vans.
    From reading between the lines, it sounds as though the DVLA really don't want to be bothered with reclassifying vehicle body types. Someone driving an office desk just wants to make enough waves fo them to feel important.
    To my mind, the hassle and beaches of privacy involved (internal and external photographs, plus advertising graphics, etc.) are not worth the trouble. Maybe that's what the DVLA want. And yes, photographs will be kept on record for evidence, but the DVLA website ha been hacked more than once. The several weeks of spam e-mails which follow any online road tax update transactions are evidence of their insecure system.

      No. What is it with people who cannot listen to an intelligent and interesting explanation of a serious subject without an annoying soundtrack? Is their attention span that short? Or are they just addicted to the noise? According to medical and psychological testing, the latter is very likely. Most people don't want to share in suffering from an addiction.
      Most folks with camer vans want peace and quiet, not more noise. Real life does not have a musical soundtrack.

    OK I'm really confused. I just baught a t25 carvelle van conversion which has a bed, cooker, and storage. I tried to get insurance and couldn't from anyone because it is no longer a van. I eventually got insurance but they said I had to reregister it as a motor home. But by the sounds of it I won't be able to as it doesn't have an awning. Doesn't have motor home graphics whatever that is!
    So now will I not be insured if something happens but equally I can't reregister. Regretting buying it now 😔

      I'd need to see pics but If it was a caravelle from the factory (high level trim van with 7-9 seats and windows all round) then it should be exempt from trade van speed limits

    Just based on this info from the DVLA webpage:
    "It is important to remember that even if the vehicle’s body type is not changed to ‘motor caravan’, the vehicle can still be used for this purpose as long as the keeper is satisfied the converted vehicle meets the required internal features for motor caravans."
    This means that if i´m happy with the internal conversion of my van, i can use it as a motor caravan. Ok.. no reduced insurance, but still legal. Or am i miss reading this?

    I called the dvla about getting some clarification to the words ‘awning bar’ and the guy there didn’t have a clue and couldnt answer, so do i fit an awning rail or a fold out awning ? It’s a joke

      Depending on what vehicle you own, your efforts may be fruitless. Not many are coming out of the process as a motorcaravan unfortunately
