Take a look at all the construction related occupations on the list and their respective requirements. Match that up with your skill, experience, qualifications and age and decide which pathway offers the best chance (Study, direct PR, employer sponsorship etc). No, you can't be assessed as a Social Worker without a social work qualification and only post qualifying experience counts. Also, IELTS is compulsory for social work assessments. Maybe consider studying something related to teaching.
