We all know no one will actually win anything. It's probably like Publisher's Clearing House (because, why wouldn't it be). PCH does something similar to this: say there's a 1/1,000,000,000 chance of winning, but only 500,000 tickets to enter are available. This means there's only a 0.05% chance of the winning ticket even existing [(500K/1B)*100%]=0.05%. On the flip side, this means there's a 99.95% chance the winning ticket doesn't even exist in this round of "trading cards".
On the other hand... trump did fail at running a casino and maybe doesn't know how to stack the deck in his favor when it comes to games of chance.
