Jesus told Peter in Matthew 16:19 that he was given the keys to the kingdom of heaven and whatever he bound on earth would be bound in heaven and whatever he loosed on earth would be loosed in heaven which means what he said is NOT negotiable. Being born of water is being Baptized in water in Jesus Name, being baptized with the Spirit is being baptized with the Holy Ghost/Holy Spirit.
