Hi Brian - here's a wild guess. I assume you're trying to use an online image? If so, save the image first and rename it as one word. For example if the pic you want is named "Brians Tree Picture", change the name to something like "briantreepic". See if that works for you. Using spaces in picture names can sometimes cause the HTML code to not parse correctly on some browsers or files.

This does not work on Excel 365 for Mac. When you right click on the border, the option for Format is grayed out. There is no work around for this according to MS Online Support
Hey, brother! I was getting the same issue a couple of days ago. I don't why this happens, however it goes too. Maybe if you restart your computer, it works again. At least, this worked for me. 🙏👍

Try going to File > Account > Manage Settings (under Account Privacy) > Disable "Turn on optional connected experience" > restart Excel
