Is it true that the US or France can stop UK from giving permission to others to use weapons built and/or purchased by them to countries it donates them to simply because of intellectual property? This seems absurd to me because if the concern is that the technology will be used by the enemy if it is shot down or as it is used then isn't this always the case with any weapon. Secondly what is the point of a weapon if it cannot be used and lastly how does that affect weapon purchase and sovereignty?

She seems to have an agenda. But as the interviewee it is an option to make the point that would counter what seems like scaremongering by saying that there is a case for seeing equipment given to Ukraine as belonging to Ukraine to do with what Ukraine sees fit; just as Putin puts tech procured from The West into his missiles.
