Duktig reminded me of "molodets" from Russian. You usually use it when dealing with someone on a lower skill level that showed achievement. Usually kids or pets. Doing so because you were impressed by a virtuosic performance, for example, would be seen as extremely condescending.

You can use "duktig" on adults if you add another word for emphasis. "han är GRYMT duktig på att laga mat" (he's BRUTALLY good at cooking). But standalone it sounds condescending.
