It’s so cute. The french didn’t have enough ships left at the end of the Napoleonic wars for this beginning to make sense. They were either at the bottom of the sea or more likely in the hands of the British.
To be fair, the ship they're hauling is a wreck. The plot of the stage musical puts it at 1815 - so the restored King Louis 16th (second restoration) would have recently returned to power in France, essentially placed there by England literally escorted to France by Wellington's Army. Under the restored Bourbon monarchy, France started commissioning ships again. Seems in dry dock here, they have a damaged, listing ship that seems to have been taking on water and shedding its jibboom being pulled in, and a new ship under construction in a different dock. Places it right about the first year of the Bourbon Restoration nicely. The only oddity is the wrong flag, but given it's soiled and on a broken bowsprit, maybe it's just an old flag from an old ship that hasn't been disposed of yet. The French flag in 1815 was of course white with 50 gold fleur de lis (national flag) or a plain white ensign with no detail (Naval Ensign). It might be surprising to realize how quickly the French navy was rebuilt after 1815 - but this was because the restored King of France had a load of help from the other Kings of Europe who were keen to put France back in the hands of a proper royal family and stabilize their economy to avoid future revolutions. The fact that there were literally dozens of uprizings, up to and including another Emperor Napoleon (III) within the next 40 years ... gives us the backdrop of this musical.
