I 've checked tones of YT videos about bonds... And ALL of them have the same deficiency: They don't mention the duration of inter-molecular bonds! So, most people (including me) conceive them as "permanent", or "almost permanent"!!! Wikipedia mentions pico-seconds. So, i immediately realized why water "flows": Its molecules change "partners" all the time. It's so simple, but you fail to explain it to people like me.
