New feathers grow in as a quill; the feather part is tightly wrapped in a sheath of keratin (like a Christmas tree bound up). When the feather is ready, the sheath gets crumbly and can be removed. Birds can't preen their own heads, so other birds usually help them. It doesn't hurt. It's kind of like brushing your hair. But pin feathers can be itchy.

My parrot loved when i removed his head pin feathers but wouldn't let me touch his wing's pin feathers. 😅
Our other parrot won't let us touch anything besides his head feathers, too. 😊

Birds do this for each other in the wild. Also, the bird would definitely let you know if it hurt.

Regen is 20. Some birds don't want you to preen them, but once their pin feathers appear on their head, it's nice to remove it for them.
