Did ths with my Pied Cockatiel male he loved it, just very gently rolled the sheath between my two fingers the trapped pin feathers in my fingers like you can see it comes off.... happy birdie after that
Basically, a feather begins in a little "pin" or tube that delivers blood to the feather, so it can grow. When the feather has mostly or fully grown, the pin becomes useless and flakes off as dust (all that dandruff coming off the bird). The owner is breaking the old pins to unfurl the feathers the bird can't easily reach.
