I think another factor why tributes from 12 are so harshly punished for playing clever in the games- breaking the 4th wall, almost, reminding the Capitol watchers that the games are forced and manipulated, is that Snow is in charge by the time haymitch and katniss get involved, and he gets Lucy Grey flashbacks and wants to make sure nothing like her ever happens again.
I think theres also the implication that 12 used to be much larger before the 10th games, and there wasn't a fence- roaming out into the wilds isn't punished or even stopped, and the cramping down of the district into a single town could be a consequence of Snow getting into power.
That could explain why victors who won from arena events (like Annie) are also less favored.
something that alwayd stuck out to me as someone from appalachia about district 12 is how district 12 is a barely exaggerated retelling of conditions from coal camps that our ancestors worked at. the tesserae mirrors the non-cash scrip miners were paid in and the peacekeepers are mineforeman that prevented us from striking. like when i first read the hunger games i was suprised it was a dystopian because it reminded of the stories my papaw used to tell me about his life in coal camps. like district 12 isn’t dystopian it quite literally happened and appalachia is still suffering the affects of it today.
In Catching Fire the unspoken agreement between the Peacekeepers and District 12 is clear when the Peacekeepers are all replaced after Threads arrival.
It’s not just Katniss, Peeta and Haymitch intervene in Gale’s whipping but also Darius and a female Peacekeeper who has the sense to claim that the correct amount of lashes had been issued. The Peacekeepers assigned to 12 don’t want to be there but also don’t want to subject the residents to more hardship than they already have to deal with. It’s why they spend the most at the Hob and look the other way to those who hunt and scavenge beyond the fence; the idea of no harm, no foul. As long as they aren’t arming the other residents or inciting rebellion, the peacekeepers will look the other way.

Kinda helps explain why Katniss’ mom went catatonic after her dad died. She chose to leave her s l i g h t l y better life for the man of her dreams, then he dies and she’s left with nothing (except for buttercup, and the girls ig). I would probably shut down too.
I believe Buttercup was adopted after Katniss' dad died.

I think Haymitch’s victory using the force field reminded Snow of the failure of the Jabberjays. With how the rebels began lying to the birds to mislead the Capitol, essentially using their own weapon against them. Haymitch used the forcefield meant to keep the tributes close together to defeat his opponent, turning the game maker’s weapon against them.
I kinda figured it was something snow did
Stop 15-17 year olds from working in the mines so they couldn’t get skills for the games
Maybe not only so they wouldn’t get skills, but cause he hates the district outright due to Lucy Gray
Katniss made that point in the books. Joanna was incredibly familiar with using axes; Finnick at home in the water and able to use a trident as if it were an extension of his arm; even Thresh was able to thrive because, as someone who worked with grains, he was able to forage in the Meadow that Peeta and the Careers were afraid to enter. Katnis even remarks that Thresh seemed to have put on weight in the arena. Beetee and Wirress won their games because of their ability to use electricity and, even in Katniss's games, the boy from District 3 was comfortable enough with electric circuits that he was able to use the mines meant to keep Tributes in place until the correct time.
Meanwhile, the kids from District 12, don't get any experience with the tools used in mining (even potentially explosives...).

I’ve always read Katniss as Native American, it adds more to how race plays a part in THG. Districts where there’s a larger non-white populace struggle because they’re poorer with little social mobility. In comparison the career districts tend to be blonde and beautiful. Also her blonde haired mother was from a richer family in the district whilst her brown father is a miner.
Seam culture in 12 is definitely an amalgamation of several distinct cultures found in Appalachia and around the world. For instance, the Covey are heavily inspired by the Romani people of Eurasia, as well as Native Americans

I also think Lucy, and the Covey in general, are of Romani origin.
I think that after TBOSAS, Snow came to really hate District 12, and every time a tribute won from there by defying the system, he went completely overboard with the punishment
I truly appreciate you bringing up the race/glass divide. So many fans diminish the damage the whitewashing in the movies did
The way that Gary Ross portrays district 12 in the first film is something I’ve grown to really appreciate. I adore Francis Lawrence and obviously his vision is so deeply important and accurate too! But I just really admire the way that Ross presented 12 (specifically the seam)

Perhaps having the merchant class attend the same schools as the seam residents was to ensure that by the time the merchant children are adults they hold some resentment towards the seam residents. Too much solidarity would be dangerous to the capital.

I LOVED the point you made about why 12 has been the focus of every book, so far-- I hadn't thought of it that way, and was one of the people wondering why others hadn't been focused on yet!

Just spitballing here after listening to 3/4 of your amazing analysis. I wonder if the mine fire that Katniss’s and Gale’s dad died in might have been planned to quash rebellion.
We know from the books that Gale and the other miners talk about rebellion at work. We also know that her dad was a bit of a rebel with her mother telling him not to sing the Hanging Tree. Add to that that Katniss becomes eligible for the games that year, it would give motivation to try to fight back. He teaches his daughter to survive in the woods and to hunt at a really early age.
It is also reasonable to think that there would be some sort of surveillance in the mines, based on the amount in other areas as well. It would also add credence to the fan theory that Prim being chosen at the games was planned, since her name was in once.

I know that this sounds very silly but I have always headcanoned that the reason district 12 condition seemed to have worsened between the events of tbosas and by katniss time is that after snow became president he purposely insured that district 12 gets worse and the fact that employment in the mines happens at 18 years old yet in tbosas it was implied that jessup already worked in the mines and was considered a possible winner because of his strength I think snow is the one who implemented that role of only hiring at 18 so that he ensures that 12 don't ever have a chance of winning the games again as a sort of "revenge" against Lucy gray and sejanus and the bombing was something he wanted to do a long time ago any way and katniss destroying the arena was what made him go feral because she reminded him of his powerlessness and broke free from his control and that to Coriolanus is like nails on chalkboard
So the suffering of 12 was largely snow being psychotic and pity ik this sounds stupid but hey snow is psychotic and pity

I ve noticed small similarity between Katniss and Sejanus:
At the time as serving as peacekeepers, Coryo noticed how Sejanus was talented and skilled shooter, which was rare. Sejanus explained that his father trained him.
Many years later, Coryo was impressed by another skilled shooter/archer, also trained by her father...

Despite the fact that they probably spend the most time in school, I think the people of district 12 are probably the least propagandised in Panem. Winning the hunger games stokes the most district pride and greatfullness to the Capitol, because whatever district wins is rewarded greatly for it. Being at the bottom of the totem pole with just two winners (and only one living) before Katniss' games means the threat of them is diminished. People in 12 are more scared of starving than the Capitol, and the second things got bad enough that the Capitol didn't even allow them the freedom to survive, they snapped because they knew they'd die anyways.

District twelve is heavily inspired by North Korea. The indoctrination education, the punishment of the whole family for dissent, the rolling blackouts due to lack of electricity, the secret black market to buy goods, even the lack of child labour. Government chosen housing, lack of escape, it’s very similar.

I got to tell you I’m really surprised you didn’t even mention the most nagging detail to me about district 12. Why is this the only district where women are not allowed to participate in the local industry? We read in the book about women and girls literally begging for the privilege to do S work or die. Why are the people tolerating male owned businesses when women are dying from lack of employment? I would assume there would be some kind of shame at the very least in regards to men occupying the very few jobs in district 12 that are outside of the mines while women who could do those jobs die from starvation. Why does no one ever seem to at least bring it up? How deeply marginalized the women are compared to the men? It doesn’t make any sense. And how do the men like Peetas dad get to opt out of the mines in the first place? Why aren’t all the men required? They’re clearly not needed in the town because there are more than enough women to do those jobs.
