My headcanon is that Reaper's story survived in District 11; a District citizen who honoured the other fallen tributes, defied the Capitol and showed respect to the dead. Therefore when Katniss did the same to Rue by singing to her until she died, covering her with flowers and performing her own district's sign of respect - the three finger salute- it reminded them of Reaper and inspired them to rebel. Not just out of anger for Rue's death but for all of the citizens they had lost as Tributes
I agree. I like to think Reaper had a sibling who remembered him, who told his story and who got to see the liberation of their district through the seeds of revolution Reaper sowed.
I think it’s so important to note that rue rebelled without knowing that there is even anything close to a rebellion at hand. We don’t have to wait to fight for what we believe in we just need to do it. Kindness and love are revolutionary acts

I love District 11 and I can't help but feel as if their stands in humanizing their fellow tributes is due to the dehumanization that they face and they find it easy to empathize with people in similar situations. There are also real life parallels throughout history where black Americans( descendants From Slavery) empathize and stand in solidarity with other marginalized people.
I think it’s important to mention that not all soil is equal. The practice of growing grain is very different to the practice of growing vegetables and fruit. They need different expertise, different types of soil, etc. so it’s likely they split it up to not overwhelm the soil, and have higher production value of both grain, fruit and veggies. It’s similar to how different farms specialise in different type of products.

District 11 is one of my favorites and the strong Sense of community and solidarity between its tributes is very whoslome , the way reaper protected dill and thresh and rue small interactions are very wholesome and heartbreaking i love how they are the most impactful characters in the trilogy I do personally think that the other food productive districts besides 4 are also heavily policed
District 11 is my favourite district, I think the people we've seen from there are so clever and interesting and subversive in unexpected ways. I'm so happy to finally see this deep dive. You probably won't see this, but your videos on the Hunger Games inspired me to write a fanfic about the Dark Days almost from an academic perspective? I'm not sure how else to describe it. Reaper Ash makes an appearance in the first chapter where we see some of the ways he may have been influenced by his community to behave the way he did in TBOSAS. I've had a fantastic time writing it and it's been so cathartic (even though hardly anyone is reading it) so thank you for doing these deep dives. On top of being very interesting, they also helped me worldbuild and create a more dynamic story.
I loved Reaper and Dill in ballad, Dill’s death brought to light a lot of circumstances I didn’t think about the tributes having going in. Reaper putting the flags over the other tributes made me emotional, it was the first time in the games another tribute had shown such care for another they didn’t know. It was so powerful and foreshadowing how we’d see the tributes care for each other in the future games. I love that they made the character who seems the biggest threat be the one who used so little violence and honored his other fallen tributes. I like to think that Reaper’s story inspired a lot of the strength and fierceness in district 11
What I love about the structure of Panem is how similar it is to an actual city. People see the middle of it being large, vast, and luxurious while going more outer makes it more “dangerous” and less fortunate. Even in Ballad, Arachne was pissed that she’d get anyone past District 8 whether than anyone from 1-7 because they aren’t fortunate and barely have any luxury.
As much as I'm a district 5 fan I have to acknowledge that 11 really kick started ending Snow's tyranny. Rues death and Thresh sparing Katniss is when the Capitol's demise started.

Given the war I think its location in a relatively safe to climate change region that doesn’t have large enough cities to be directly targeted and has a framework of a city that can be built upon with natural resources and protection with the mountains is probably the reason why it was built like that. Salt Lake City is large enough to build on but small enough to not directly be destroyed in the same way a city like New York or Philadelphia would be
