I think to explain the misunderstanding @12:15, I like to think about it like this: You cannot exert wet characters to PAY for an ability. Butt you can CHOOSE a wet character.
Also to note an even easier way. If a card uses the symbol for exert you cannot use wet characters. If the card uses the word exert you can choose wet characters.

If a card has the "exert" icon in it, you can't use it while wet. If it says "exert", it doesn't matter if it's wet.
