This is the first time since the days of windows 7 that a startup sound was turned on by default :D Windows 8, 8.1 and 10 had a logon sound but it wasn't on by default and no, its not a startup sound. They use the same startup sound as windows 7 but you may have to turn it on via the control panel manually :> I actually have windows 11 installed on my new laptop (its a lenovo ideapad flex 5i that i got for xmas last year but it used to run windows 10) and i just found outit had a startup sound
