If they were imprisoned for longer but prisons actually served to rehabilitate and properly facilitate finding employment after release, the recidivism rate would likely decrease. They've committed a serious crime (frankly it seemed in this case that they were perhaps planning to kill Katie - Katie knew the woman and everyone showed their face but they freaked out over the security footage - if they were going to leave her alive after burglarising the place, they would have easily been identified even if there was no footage) and been released after an incredibly short time and with fewer job prospects, fewer opportunities, likely no further education gained during their imprisonment, etc.
