1 T. parsley flakes
1 t. Italian seasoning
1/2 t. fennel
1 t. sweet Paprika
1 to 2 bay leafs
2 bell peppers chopped
1 onion chopped
1/2 cup beef broth
1 to 1 1/2 cups cooked rice
2 small to medium. heads cabbage
1 cup parmesan cheese
2 cups shredded cheese
