They used it to found the city of Shady Sands. But the NCR is from a vault that gave birth to the Raider Tribes, namely the Vipers, and the Kahns. So technically the show was pretty accurate in portraying them as a good group of raiders.
Nah, I won't consider institute to be a major faction. Sure they have advance tech but their influence to the story of the game is so little. Beside base on the tv show, prydwen is still flying, means the institute ending most likely not cannon. If I must say, the other major faction in the game has to be tha vault-tech
