They tuned them like that then. HKS drag fuel seems to work well on a super-rich tune

It just water, from a cold morning.

Water is a byproduct of combustion. As the exhaust is colder in cold start situations the water vapor in the exhaust gas condenses to the pipe and collects. When he takes off onto the road the higher exhaust pressure pushes out the water.
