So how does this compare to true conference?
Can I use any device? Do I need Microsoft certified devices?

I'm not sure what you mean by "true conference". But you can totally do pretty much any variation of audio or video conferencing on Teams Rooms. And yes, you can only use certified hardware with Teams conferencing. This is to assure quality and minimize support issues.
