If you go to office.com and try to sign in, you'll be able to. However, it'll be super limited. You may be able to access Outlook with the Shared Device account and license. But it's not meant to be used like that at all. So, it's really for the phones only.
assuming you already have something like Microsoft 365 Business Standard, you would need to add the calling plan for the main phone number at about $3/mo, then a $8/mo for each user that wants to dial out directly or to accept calls directly (meaning, wihout an auto attendant). The $8/mo is not required if the user is just going to received transferred calls. Then there's the cost of consumption which is only for outbound minutes. Typical US rates are about 2-3 cents per minute.
