PC's with core2duo and 2006/7 gpu struggled to run GTA IV, that setup is good enough for GTA V. I had fresh PC back in the 2008, but not top one and game ran at 20-30fps.
If you have it on console just delete the patches/don’t update (CD version only) You may reinstall it if needed For PC, I think you can use downgrade patches
I play GTA 4 with a 2GB RAM Geforce 710 Windows XP office computer and get ~15 FPS. Have to play at 800x600 otherwise the game will have too low fps. Very playable for me. You have a really, really good setup there.
What I remember the most about this game is the smell of burning electronics because my GPU would heat up so much while playing (especially when it rained).

That's not true. I have the retail versions GTA 4, EFLC and Resident Evil 5 - Games for Windows LIVE works just fine. I also tested those games on my Windows XP machine - no issues, the servers are still online. The achievements works too.
This game loves fast single core CPU's like new gen i5/i7s, better single core always gives you higher performance, i remember i ran GTA IV on a i3-7350K 5,5GHZ with old ATI radeon HD4870 and it perfom like on modern PC with GTX1050 or something like that

Where did you get SP3 for Windows XP x64 Edition? As far as I know the official SP3 only works with the 32-Bit Version of XP and for the 64-Bit Version of XP (which technically is based on the Windows Server 2003 Kernel) there never was an official Service Pack 3.
Blown away that computer was able to run this game so smoothly wow. My Legion Go has technically better specs than your computer and it struggled to run this game over 30fps granted I’m playing it at 1440p. Lol

No, I don't use any optimizations. I had a similar experience running GTA 5 on windows 10. It could be problem from incomplete drivers. Though I'm not sure.

@@anywow its tricky because the board i got has marvel and intel sata controllers and stuff and i havent trouibleshooted this issue extensivly i use windows xp 32 bit but i kinda want 64 bit too because for example gta 4 doesent work on 32 bit (at least for me maybe its because its pirated i dont know)

GTA 4 runs extremely well on XP almost as if that’s the PC it was designed for. I use to have to run it in compatibility made on my windows 8
