Trying to meet government requirements. See what they made us do??

  • We have White Lightning 2.0 (our 2017 Polaris RZR XP4 1000) in the shop today, trying to meet the New York State guidelines for registering an ATV/SXS. The definition for an ATV has not been updated in more than a decade. As ATV's and UTV's get more modern, they weigh more, and the guidelines become more and more out of reach.
    Now, we've had some friends say that they were able to strip down their XP4's so that they can get under the 1000lb limit and get a registration. Today we're going to find out if this is possible.
    There has been legislation in the works to have the limit increased from 1000lb to 1500lb, but it has been submitted year after year since 2013 with little to no movement. As of the release of this video, the 2023/2024 Bill (A5384) is sitting in Committee Assembly phase, which is the very first step.

    Fortunately, we are located very close to the Pennsylvania border, and PA will allow out-of-state, or non-residents, register their machines through the PA DCNR. They have made an ATV-II class, which will accommodate UTV's and SXS's. In the end, we'll be registering it there. If you watch closely in other videos, you will see that the PRO XP has PA plates, as do any UTV's larger than the 800S.

    WOW, That's a lot of work. Have you considered the Street Legal route? I always did the PA DNCR for my ATV's and SXS.

    I also live in Upstate NY,& I want to get my 2007 Yamaha Rhino 450 registered.Dry weight, according to specs,is 1,031 pounds.2 questions for you;what to take off to get it under 1,000 pounds?,where can I take it to get weighed?I'm 45 minutes West of Albany,if that's any help.For starter's,I thought about taking off the roof,doors,half windshield,& maybe the front bumper.Any suggestions would be greatly appreciated.
