ISLAMABAD: The civic authority seems to have abandoned work on the service and major roads in I-12 sector - an area having over 6,000 residential plots. Thought development work in I-12’s sub-sectors is being carried out, no progress has been made on the construction of the road network in the sector.
According to officials of the Capital Development Authority (CDA), work on service road, west, north and east was awarded to a contractor back in November 2021, but work was suspended last year with only around 30pc development completed.
The officials said same was the case with major roads in the sector.
Construction work on major roads began in 2017, but it was suspended a few years ago with around 25pc work lying incomplete, they added.
Sources said both projects were awarded to the same contractor, who developed differences with the CDA and suspended work. The contractor then filed a case in the court.
Officials, meanwhile, said the civic agency was planning to officially suspend both contracts and approach other firms to get the remaining work completed.
“Yes, we want a solution to this issue; keeping work on both projects - service and major roads - suspended does not make any sense. If the contractor is at fault, we should take legal action against him and hire a new firm,” an official said.
When contacted, a senior CDA officer, who did not want to be named, said the matter was in the notice of the authority, which would soon find a solution to the lingering issue.
The officer said the CDA was mulling over getting a no-objection certificate (NOC) from the Federal Investigation Agency (FIA) before awarding a new contract for constructing roads in the sector.
Last year, the FIA had registered a case against six CDA officials on the charge of having contributed towards irregularities in the development work in I-12 sector.
The FIA, on the complaint of the then CDA human resource development director, Fiaz Ahmed Wattoo, registered a first information report (FIR) dated Feb 9, 2022 against the six officials and a contractor.
Sources in the civic authority said work was lying abandoned halfway and to start it through a new contractor, the CDA’s engineering wing wanted to get input from the FIA to know whether the civic body could go for fresh tendering to complete the remaining work.
Last year, the CDA had shared a fact-finding report with the FIA, in which it stated that work on construction of service roads east, west and north had been awarded to a contractor. Subsequently, the file was given to the competent authority with the proposal for variation in works. As per the report, after the letter of intent was issued, changes were made in the design without following the prescribed procedure and receiving approvals.
Meanwhile, development work in I-12 sector, except service and major roads, was underway.
The CDA officials said I-12/2 and 3 sub-sectors were being developed by a private contractor and work would be completed by April 2024. They said so far there was around 60pc progress in these two sub-sectors.
