This are the rules of the organization that administrate a certain area(forest,hill, plain doesn't matter). So you want to enter în that area you have to sanitize your "staff"!

It is silly but I'm sure it's because most of the bikes are from out of the country and if the tires have any kind of mud on them that mud could have some kind of invasive species of plant or bugs or anything. Same concept here in the states if you go fishing in another state you gotta completely drain all the water out of your boat and wipe it all dry so that way you can't bring any kind of vegetation, bacteria or critters back to your native state and waters
