Put in additional underground drain lines, surface drain ports under the deck. Then you can compact the dirt. A 2" layer of rock isn't a layer of rock(if a truck can't spread it, it's not a layer of material.). That is not wood or concrete, it will not absorb the rain. It just run off, you need additional drainage. For run, prevent erosion and especially the future of your houses foundation/ house. You house did it's settling the first year or two, create a reason for it to do it again. A deck without proper drainage, it's what everyone forgets about(doesn't even think about. Contractor don't even think about, just building all those houses. Not the water that comes off all those roofs and out those gutters. Blessings be upon thee

What holds the deck to the ground. Wind is always an enemy as well as ground frost. Doesn’t seem practical to me.
